How to book an online appointment with a notary and sign a document?

What you will need

Before you begin, prepare the following:

  • access to the latvija.lv portal
  • an email address and phone number
  • a computer or smartphone to log in
  • a camera, microphone, and headphones or speakers, you can test the camera here, the microphone here, and the speakers or headphones here
  • a stable internet connection, you can test your internet here
  • an electronic signature tool - eID, eParaksts mobile, or Smart-ID

Important - button names, block placement, and the appearance of the portal may change slightly over time, but the overall process remains the same.

1. Create a profile on latvijasnotars.lv

To submit a request and participate in a video conference, you first need to create a profile.

Open the latvijasnotars.lv portal and click the "Ienākt ar latvija.lv" button. During sign in, accept the latvija.lv terms of use and choose the authentication method that is most convenient for you.

When you authorize for the first time, you will need to provide your email address and phone number. This information is required so the notary can contact you.

If you sign in using an eID card or eParaksts, eParakstītājs 3.0 must be installed on your computer, you can download it here: https://www.eparaksts.lv/lv/lejupielades, and the eParaksts signing extension must be enabled in your browser. If you sign in using eParaksts mobile, internet banking, or Smart-ID, the corresponding apps must be installed on your smartphone.

2. Log in to the portal

To enter latvijasnotars.lv, click "Ienākt ar latvija.lv" again and choose one of the available authentication methods.

3. Find a notary

On the portal, use the "Meklēt notāru" button at the top of the page.

You can find a notary by first name, last name, street name, or simply choose one from the list. If needed, open the additional filters to select the language, district court, and city. This will help you find a suitable notary faster.

4. Book an appointment

After choosing a notary, scroll down to the "Pieteikties vizītei" section.

If several people will participate in the same appointment, only one participant should submit the appointment request. The other participants must also have a registered profile on the portal.

Enter your preferred appointment date and time. Fill in the form fields, and in the subject field enter "Online vizīte". Then submit your request.

A notification will be sent to the email address you provided confirming that your request has been received. The notary will then contact you by phone to agree on the date, time, and service needed for the video conference. After the call, you will receive a confirmation email with the agreed details and a link to the online appointment.

5. Prepare for the online appointment

For the online appointment to go smoothly, it is recommended to use an up to date version of Windows 11 or macOS and the Google Chrome browser.

Choose a quiet and well lit room. Ideally, there should be no bright light sources or unnecessary background noise.

Check your internet connection - it should be stable, at least 3 Mbps. If there are restrictions on your network, try connecting through a mobile hotspot.

Also connect your camera, microphone, and headphones or speakers in advance.

A qualified electronic signature will be required to sign documents. If you plan to sign with an eID card, install eParakstītājs 3.0 in advance and enable the eParaksts signing extension. If you will use eParaksts mobile or Smart-ID Qualified, make sure the required app is installed on your smartphone.

6. Join the video conference

When entering latvijasnotars.lv, allow the website to use your camera and microphone.

Before the meeting starts, make sure you are clearly visible on camera and that the details on your identity document can be clearly seen when you hold it up to the camera.

At the agreed time, the notary will start the video call. You will receive an email invitation to join. Open the link from the email and connect to the online appointment. When the call begins, a green phone button will appear - click it.

If you enter the portal in advance, the invitation to join the video call may appear even before the notary starts the call. In that case, join using the green button.

7. Confirm your identity if required

If the notary has doubts about your identity during the video conference, or if your face is not visible clearly enough, they may ask you to complete an additional identity verification step.

Before the appointment begins, you may receive a request in the video conference to confirm your identity. In that case, click the "Apliecināt savu identitāti" button and follow the instructions on the screen.

8. Sign the electronic document

When it is time to sign, the notary will activate the signing section.

The document can be signed in several ways:

  • with an eID card - if eParakstītājs 3.0 is installed on your computer and the eParaksts signing extension is enabled
  • with eParaksts mobile - you need to enter your eParaksts mobile user number on the portal and then confirm the action in the app on your smartphone
  • with Smart-ID - you need to enter your Smart-ID PIN2 on your smartphone

In some cases, a QR code will appear on the screen. You need to scan it with your phone camera, open the link that appears, and complete identity verification - scan your identity document and your face. After a successful match, the system will allow you to continue receiving the notarial service.

If you sign the document with another tool, download it by clicking "Saglabāt parakstīšanai", sign it on your device, and then upload it back by clicking "Pievienot parakstīto". It is important not to change the document itself or its metadata.

9. Pay for the service

Before receiving the certified document, you need to pay for the notary service.

You can do this through one of the Latvian internet banks in the "Apmaksa" section by clicking the "Maksāt" button, or by making a regular bank transfer.

10. Receive the signed electronic document

After payment, the completed electronic document certified by the notary will be available in the "E-dokuments" section.

Open this section and click the "Atvērt" button.

11. View your action history

If you want to check what has already been done on the portal, open the "Pakalpojumi" menu and select the "Manas darbības" section.

There you can view the history of completed actions.

Do not forget to log out of the portal

To protect your data, do not forget to log out of the system - you can do this by hovering over your first and last name in the top right corner of the website.
